Le Programme de Promotion de la Digitalisation de l’Administration Publique (PRODAP), mis en œuvre par Sénégal Numérique SA, lance un Appel d’offre international ouvert pour l’acquisition et le déploiement de solutions d’énergie solaire photovoltaïque dans les POPs et les ESS (Espaces Sénégal Service) sous la référence AOI n°009/2025/SENUM/PRODAP.
Les services suivants sont demandés :
- Les études d’exécution avec l’élaboration des différents schémas et plans d’exécution suivant les normes et règles de sécurité en la matière ;
- La fourniture et la livraison sur site de l’ensemble des composants des sources photovoltaïques et leurs accessoires ;
- Les travaux de génie-civil comprenant les interventions nécessaires sur les structures des toitures des bâtiments qui recevront les supports des modules du champ photovoltaïque, les ouvertures dans les murs pour le passage des canalisations électriques, la construction des massifs en béton et divers supports métalliques du champ solaire au sol ;
- Les installations électromécaniques comprenant le montage des supports des modules, la pose des modules, la pose des équipements intérieurs, les divers raccordements et câblages, les divers contrôles, les mesures et tests, les essais techniques conformément aux règles de sécurité et normes relatives aux installations électriques basse tension et systèmes photovoltaïques ;
- La réalisation de la prise de terre de masses du système photovoltaïque ;
- La protection et la distribution de l’énergie vers les postes de travail concernés et les installations informatiques des sites ;
- La réalisation des installations d’électricité et de climatisation des locaux techniques ;
- Le respect du calepinage pour éviter les phénomènes d’ombrages entre les strings de modules photovoltaïque ;
- La fourniture et l’installation du tableau de distribution basse tension, des circuits alimentés par le système photovoltaïque ;
- Les différents essais de fonctionnement et de mise en service ;
- La transmission du dossier des ouvrages exécutés (plans, schémas, fiches techniques et notice d’utilisation et de maintenance) ;
- La réalisation des recettes techniques avec la mission de contrôle ;
- La formation du personnel de gestion et de suivi du fonctionnement des installations photovoltaïques ;
- La mise en place d’un logiciel ou application permettant le suivi en temps réel de la performance énergétique (production du champ PV, la puissance, la tension et l’intensité) délivrées par les panneaux PV de chaque site : monitoring à distance ;
- La maintenance de tous les ouvrages exécutés pendant la période de garantie.La méthode d’évaluation est la sélection fondée sur la qualité et le coût.

Le Contrat sera attribué à une entreprise ou un groupement faisant preuve d’une expérience adéquate dans la mise en œuvre de projets similaires (voir les détails dans l’invitation) ayant un chiffre d’affaires annuel dépassant 3,35 millions d’euros (soit 2,2 milliards de FCFA).

Le dossier complet sera remis aux soumissionnaires intéressés contre versement d’une somme non remboursable de cent mille (100 000) francs CFA, payable au lieu de retrait des dossiers. Les documents d’appel d’offres reçus par l’acheteur ne sont pas transférables.
Les offres doivent être livrées à l’adresse indiquée dans la clause 15 du document d’appel d’offres au plus tard le 11 novembre 2025 à 10h00mn. Les transmissions tardives seront rejetées.
Toutes les soumissions doivent être accompagnées d’une Garantie de Soumission de 51 000 euros (soit 33 453 807 FCFA).
L’absence de garantie de soumission entraine de facto le rejet de l’offre.

The following services are required:
- Execution studies, including the development of various schematics and execution plans in accordance with relevant safety standards and regulations;
- Supply and on-site delivery of all photovoltaic array components and their accessories;
- Civil engineering works, including the necessary work on the roof structures of the buildings that will house the photovoltaic array module supports, openings in the walls for electrical conduits, construction of concrete foundations, and various metal supports for the ground-mounted solar array;
- Electromechanical installations, including the assembly of module supports, module installation, installation of interior equipment, various connections and cabling, various inspections, measurements and tests, and technical trials in accordance with safety regulations and standards relating to low-voltage electrical installations and photovoltaic systems;
- Installation of the photovoltaic system’s grounding system;
- Protection and distribution of power to the relevant workstations and the sites’ IT facilities;
- Installation of electrical and air conditioning systems for the technical rooms;
- Compliance with the layout to avoid shading between the strings of photovoltaic modules;
- Supply and installation of the low-voltage distribution panel and circuits powered by the photovoltaic system;
- Various operational and commissioning tests;
- Submission of the completed works file (plans, diagrams, technical data sheets, and operating and maintenance instructions);
- Production of technical acceptance tests with the inspection team;
- Training of management and operational monitoring personnel for the photovoltaic installations;
- Implementation of software or an application enabling real-time monitoring of the energy performance (PV field production, power, voltage, and current) delivered by the PV panels at each site: remote monitoring
- Maintenance of all works completed during the warranty period. The evaluation method is selection based on quality and cost

The complete application will be submitted to interested bidders upon payment of a non-refundable sum of one hundred thousand (100,000) CFA francs, payable at the place of collection. The tender documents received by the buyer are non-transferable.
Bids must be delivered to the address indicated in clause 15 of the tender document no later than Novembre 11, 2025, at 10:00 a.m. Late submissions will be rejected.
All bids must be accompanied by a Bid Security of €51,000 (or 33,453,807 CFA Francs). Failure to provide a Bid Security will automatically result in the rejection of the bid.
